Appeals court rules "Alligator Alcatraz" site can stay open

Washington— A federal appeals court on Thursday halted a lower court ruling that required Florida and the Trump administration to dismantle parts of "Alligator Alcatraz," a controversial immigration detention site in the Everglades. The2-1 rulingby a panel of judges on the U.S. Court of Appeals for the 11th Circuit will effectively allow Alligator Alcatraz to stay open while a lawsuit challenging the detention center on environmental grounds works its way through the court system. The Department of Homeland Securitybegan moving detaineesout of the site late last month. But the statehas saidAlligator Alcatraz will ramp back up if the lower court ruling is overturned. Last month, U.S. District Judge Kathleen Williamsorderedthe state of Florida and federal government to immediately stop expanding the facility and to start dismantling its fences, lights and generators within 60 days. The judge sided with environmental groups and a Native American tribe who argued that Alligator Alcatraz — located in the middle of the sensitive Florida Everglades — should have been subject to federal environmental reviews. But on Thursday, the panel of appellate court judges froze that ruling. The court concluded that state and federal officials are likely to succeed in showing that the site isn't subject to the National Environmental Policy Act, because it is a state-operated facility and Florida has not yet received any federal reimbursement for the cost of running the site. The majority ruling was written by Judge Barbara Lagoa and joined by Judge Elizabeth Branch, both of whom were nominated in President Trump's first term. Judge Adalberto Jordan, an Obama nominee, dissented. DHS lauded the ruling, calling it a "win for the American people, the rule of law and common sense." "This lawsuit was never about the environmental impacts of turning a developed airport into a detention facility," the department wrote in apost on X. "It has and will always be about open-borders activists and judges trying to keep law enforcement from removing dangerous criminal aliens from our communities, full stop." Florida Gov. Ron DeSantissaid in a video on Xthat Alligator Alcatraz remains "open for business." "The mission continues and we're going to continue leading the way when it comes to immigration enforcement," he said. Friends of the Everglades and the Center for Biological Diversity, two of the groups that sued over Alligator Alcatraz, said in a statement they believe the case will ultimately be decided in their favor. "While disappointing, we never expected ultimate success to be easy. We're hopeful the preliminary injunction will be affirmed when it's reviewed on its merits during the appeal," Friends of the Everglades executive director Eve Samples said. Center for Biological Diversity senior attorney Elise Bennett said: "This is a heartbreaking blow to America's Everglades and every living creature there, but the fight isn't even close to over and I'm confident we'll ultimately prevail." Located on an abandoned airstrip, Alligator Alcatraz is part of a wider effort by the Trump administration to increase the number of immigration detention beds as Immigration and Customs Enforcement arrests surge. In some cases, the federal government haspartnered withFlorida and several other GOP-led states. The Trump administration has presented Alligator Alcatraz as a cost-effective way of holding detainees and said it serves as a deterrent for undocumented immigrants. But critics haveallegedinhumane conditions at the site. Several other lawsuits have challenged Alligator Alcatraz, including a suit arguing that detainees there havelimited access to attorneys. Another suit argues that Floridadoesn't have the legal rightto operate an immigration detention facility. Washington— President Trump hosted a dinner Thursday night at the White House with tech giants and other business and political leaders, but Tesla CEO Elon Musk was not be among those attending. More than a dozen tech titans were invited to the event, including Meta founder Mark Zuckerberg, Apple CEO Tim Cook, Microsoft founder Bill Gates, OpenAI founder Sam Altman, Google CEO Sundar Pichai and Microsoft CEO Satya Nadella, according to the White House. The Hill firstreportedthe list of invitees. Mr. Trump was seated next to Zuckerberg, while Gates sat next to first lady Melania Trump. The president — who has cultivated close ties with the CEOs of companies like Apple and Nvidia andsought investment pledgesfrom some of them — hailed the business leaders, who he said were "leading a revolution in business and in genius." "This is definitely a high-IQ group, and I'm very proud of them," the president said. Mr. Trump invited several of the executives to speak, including Zuckerberg, Nadella and Pichai. Gates, whose charitable foundation focuses heavily on public health, used much of his speaking time to discuss advancements in vaccine technology — remarks that came hours after Health and Human Services Secretary Robert F. Kennedy Jr., a longtime vaccine skeptic,faced tense questionsin a Senate hearing. Gates lauded Mr. Trump's Operation Warp Speed COVID-19 vaccine initiative and said that, while "we don't need new science" on polio vaccines, new research is needed for diseases like HIV and sickle sell anemia. When asked by reporters whether he has confidence in Kennedy, Mr. Trump called him a "very good person" who "means very well" and has a "different take." "It's not your standard talk, I would say," Mr. Trump said of Kennedy's views on vaccines and medicine. "But if you look at what's going on in the world with health, and look at this country also with regard to health, I like the fact that he's different." Elon Musk says he was invited but couldn't attend Musk — the world's richest person —saidon X, "I was invited, but unfortunately could not attend. A representative of mine will be there." A White House official also confirmed Musk had been invited. Musk earlier this year had a publicfalling-outwith Mr. Trump as he left the administration, blasting Mr. Trump and his administration over government spending and the Epstein files. He pledged to begin anew political party, dubbed the "America Party," although that has yet to come to fruition. Earlier this week, Mr. Trump predicted that Musk would eventually return to the Republican Party. "I don't think he has a choice," Mr. Trump said in an interview this week on "The Scott Jennings Radio Show." "So what's he going to do, he's gonna go with the radical left lunatics? They're lunatics. I don't think he has a choice. He's a man of common sense, he's a good man." The president said of Musk, "He's a good man. He got off the reservation, incorrectly, and that's okay, because, you know, it's just one of those things." He also characterized the Tesla CEO as "80% super genius, and then 20% he's got some problems," and added, "and when he works out the 20%, he'll be great, but he's got some difficulty." Thursday's dinner was briefly open to press cameras before continuing behind closed doors. First lady Melania Trump hosted an AI summit earlier in the day, and some of the dinner attendees attended. Mr. Trump has pursued close relationships with tech CEOs, hosting a number of them for White House meetings and even giving them prime access at hisinauguration. A number of those CEOs donated to hisinauguration fund. Several tech leaders have paid visits to the White House in the past, with Cook using a White House event last month to  unveil a$100 billion commitmentby Apple to manufacture in the U.S. Last month, the U.S. governmentalso announcedit was taking a 10% stake in Intel, days after a White House meeting with Intel CEO Lip-Bu Tan. "It's a good way to qualify. The team's offensive play was strong, there were also many highlights in individual performances," Uruguay coach Marcelo Bielsa said. Peru, which needed wins in the last two rounds to advance, is now out of contention following the loss to Uruguay. "It hurts to lose, it hurts because of the effort the players put in, but today the opponent outclassed us," Peru coach Oscar Ibanez said. James Rodriguez opened the scoring for Colombia in the 31st minute while John Cordoba and Juan Fernando Quintero added second-half goals to secure the win over Bolivia. The Colombians return to the World Cup after missing the 2022 World Cup in Qatar. It will be the Colombian team's seventh appearance in the World Cup. After a debut in Chile in 1962, Colombia made three consecutive appearances between 1990 and 1998, and repeated in 2014 and 2018. "This jersey has given me so much. I'm grateful for everything I'm doing," said James, who is aiming to play in his third World Cup. "I've always given everything and I'll keep the good things for myself." World Cup champion Argentina defeated Venezuela 3-0 with two goals by Lionel Messi and remained well clear at the top of the South American standings. Also on Thursday, Estêvão, Lucas Paquetá and Bruno Guimaraes scored as Brazil got a 3-0 win over Chile to ascend to second place in the standings. Uruguay had a 3-0 win over Peru, Colombia defeated Bolivia 3-0 and Paraguay held Ecuador to a 0-0 draw to secure their places Thursday from South American qualifying. Forty-three teams will get their spots through continental qualifying tournaments. Another two will secure their places in the intercontinental playoffs featuring six teams and scheduled for March 2026. The three host countries automatically qualify. The breakdown Asia will have eight direct places and one in the intercontinental playoff. Africa has nine direct spots plus one for the intercontinental playoff.
